William Simpson served as provost of Inverness from 1846 to 1852. (A plaque below the painting gives the dates as 1847-1852)

According to the Inverness Journal of 20 August 1847 Provost Simpson was 'entertained to a public dinner in the Caledonian Hotel as a mark of respect for his public character and private worth'.

Nothing else is known about him except that he is said to have run off to London with someone else's wife at the end of his term in office.
