Skye Disturbances copy letter to Sheriff Ivory.

This is a copy letter from the Lord Advocate John Balfour to Sheriff Ivory. Sheriff Ivory later got into legal trouble for his handling of the Skye disturbances (where he commanded marines against civilians) and received little help from the Lord Advocate. Whilst the Lord Advocate here provides practical reasons to oppose using the military to quell disturbances, it is possible that he had an ethical opposition as well. When Ivory got into legal trouble afterwards, Balfour gave him little support.
