Memo for Home Guard Commander to Home Guard company and platoon leaders.
"The object of this Memorandum is the making of a better Home Guard."

On this first page the commander has six points regarding training, supplies, duties and the principal function of the Home Guard.

The Commander states that reasonable training in the use of arms and in field operations are essential. Cooperation with the regular army is also a necessity as they may need to rely on the home guard if called upon.
